Trump reissues 2017 policy toward Cuba
The US unconventional war against Cuba continues
On June 30, 2025, the White House emitted a presidential memorandum that reissues, with amendments, the National Security Presidential Memorandum of June 16, 2017, entitled “Strengthening the Policy of the United States toward Cuba.”
In the text of the June 30, 2025, Memorandum (available on the White House website), the only modification of the 2017 Memorandum is the insertion (in section 4) of the following text:
This memorandum amends sections 1 and 3 of National Security Presidential Memorandum 5 of June 16, 2017 (Strengthening the Policy of the United States Toward Cuba) (NSPM-5), and reissues NSPM-5 in its entirety. It does not otherwise amend the text or timelines reflected in the original NSPM-5 and is not intended to direct agencies to repeat actions already implemented under that NSPM.
In fact, the 2025 document makes no change in sections 1 and 3 of the 2017 document.
